If a fire inspector walks into your restaurant, retail space, or office building and sees a chain wrapped around the exit door, you’re getting a violation. That’s not a warning — that’s a citation, a potential fine, and in some cases a closure order. Chaining an exit isn’t a shortcut. It’s a fire code violation that puts every person in the building at risk.

When Does Florida Code Require Panic Hardware?
Two codes govern this in Florida: the Florida Building Code (FBC) and the Florida Fire Prevention Code (FFPC). Both have been adopted statewide, and your local fire marshal — the Authority Having Jurisdiction, or AHJ — enforces them.
Under the Florida Building Code (Section 1010.1.10), panic hardware or fire exit hardware is required on doors that serve:
- Assembly occupancies (Group A) with an occupant load of 50 or more
- Educational occupancies (Group E) with an occupant load of 50 or more
- High-hazard occupancies (Group H) at any occupant load

The FBC also requires panic hardware on electrical rooms with equipment rated 800 amperes or more that contain overcurrent, switching, or control devices. The Florida Fire Prevention Code is based on NFPA 101 (Life Safety Code) with Florida amendments. NFPA 101 traditionally sets the threshold at 100 or more occupants for assembly, educational, and day-care occupancies. The practical rule for Fort Lauderdale commercial property managers: if your space can hold 50 or more people and they might all need to leave at once — restaurant, bar, event space, theater, classroom, large meeting room — your exit doors need panic hardware if they have any latch or lock.
What the Code Requires Beyond “Having a Panic Bar”
Installing a panic bar isn’t enough. The device has to meet specific performance criteria. Under both the FBC and NFPA 101:
- The actuating portion (push pad or crossbar) must extend at least half the width of the door leaf. [SOURCE: NFPA 101, Section 7.2.1.7.1; FBC Section 1010.1.10.1]
- Maximum unlatching force: 15 pounds of horizontal pressure on the push pad or crossbar. [SOURCE: NFPA 101, Section 7.2.1.7.1(2); FBC Section 1010.1.10.1]
- Mounting height: 34 to 48 inches above the finished floor for new installations. [SOURCE: NFPA 101, Section 7.2.1.7.1; FBC Section 1010.1.10.1]
- The device must release the latch with a single pushing motion — no turning, no lifting, no prior knowledge required.
- Panic hardware must be UL 305 listed. Fire exit hardware must be both UL 305 and UL 10C listed. [SOURCE: FBC Section 1010.1.10.1 — “Panic hardware shall be listed in accordance with UL 305. Fire exit hardware shall be listed in accordance with UL 10C and UL 305.”]
- On fire-rated doors, only fire exit hardware (not standard panic hardware) may be used. Fire exit devices cannot have mechanical dogging (the feature that holds the latch retracted).
Why a Chained Exit Is a Violation
NFPA 101 and the FFPC prohibit any locking device, set screw, or arrangement that prevents the release of the latch when pressure is applied to the exit device. A chain, a padlock, a deadbolt that requires a key from the inside — all of these prevent the exit device from functioning. If someone has to find a key, turn a knob, or remove a chain to get out, the door doesn’t meet code.
This is the violation we see most often in Fort Lauderdale restaurants and retail spaces. The owner chains the back door to prevent theft after hours. The problem is that the same door is a required means of egress during business hours. The solution isn’t the chain — it’s a proper exit device with keyed outside trim that lets employees exit freely but keeps the door secure from the outside.
The Three Types of Exit Devices
Rim exit devices mount on the surface of the door and latch into a strike on the frame at a single point. They’re the most common type we install on single doors and on the active leaf of a pair with a mullion. Simplest installation, easiest to service, lowest cost. This is the standard for most Fort Lauderdale commercial doors.
Surface vertical rod (SVR) devices are used on pairs of doors without a center mullion. Rods run along the face of the door to top and bottom latches, securing the door at two points. They’re more complex than rim devices but necessary for double-door openings where you can’t or don’t want to install a mullion.
Concealed vertical rod (CVR) devices do the same job as SVR but with the rods hidden inside the door. Cleaner look, harder to service — the door usually has to come off to access the rods. Common on glass storefront doors where appearance matters.
Mortise exit devices integrate the exit bar with a mortise lock body inside the door. Highest security on single doors, most expensive, longest install time. The deadlocking guarded latch bolt sits inside the door rather than on the surface, providing anti-pry resistance that rim devices can’t match.
Brands and Models We Work With
Von Duprin 98/99 Series. The most common exit device in commercial buildings. Both the 98 and 99 are pushpad devices — not crossbars. The actuator is a wide rectangular pad that you push to release the latch. The 98 has a smooth mechanism case; the 99 has a grooved case with a fluid dampener for quieter pushpad return. Both are ANSI/BHMA A156.3 Grade 1, UL 305 listed for panic, and UL 10C listed for fire exit hardware. Available in rim, surface vertical rod, concealed vertical rod, and mortise configurations. Detex Advantex 10 Series. Heavy-duty rim exit device with stainless steel deadlocking Pullman-type latch bolt. Available in rim (10 Series), surface vertical rod (20/21 Series), and mortise (30 Series). Weatherized versions available — relevant for South Florida exterior doors. Sargent 80 Series. Available in rim (8800), surface vertical rod (8700), concealed vertical rod (8600), and mortise (8900) configurations. ANSI/BHMA A156.3 Grade 1, UL 305 and UL 10C listed. Hurricane-rated versions available (HC8800 rim at 65 psf, HC4-8700 SVR at 150 psf for high-velocity hurricane zones). Common Failure Modes
Latch won’t retract fully. Usually a worn pushpad return spring or a misadjusted latch bolt. The door appears closed but isn’t actually latched — a fire code problem.
Landing at the wrong height. If the door has shifted or the frame has dropped, the latch bolt may not engage the strike cleanly. The device works, but the door isn’t secure.
Broken or missing end caps. The end caps protect the internal mechanisms. Missing caps let debris into the device, which causes latch failures. Common on high-traffic doors in restaurants and retail.
Vertical rod misalignment. On SVR and CVR devices, if the door sags or the threshold wears down, the bottom rod may not engage the strike. The top latches but the bottom doesn’t — the door can be pushed open from outside.
What an Inspector Checks
When a fire inspector looks at your exit doors, they check:
- Is panic hardware present where required by occupancy and occupant load?
- Does the device release the latch with a single pushing motion under 15 pounds of force?
- Does the actuating portion extend at least half the door width?
- Is the device mounted between 34 and 48 inches above the floor?
- Are there any chains, padlocks, or additional locks that prevent egress?
- On fire-rated doors, is the device fire-exit-rated (UL 10C) and free of mechanical dogging?
- Does the door actually latch when closed?
If any of these fail, you’ll get a written violation with a deadline to correct it.

What an Exit Device Does
An exit device — commonly called a panic bar or crash bar — is a door-mounted mechanism that allows fast egress by pushing on a horizontal bar. You do not need to turn a knob or pull a handle. You push, the latch retracts, and the door opens. This is why they are required on doors serving high-occupancy spaces: when people need to leave quickly, fine motor skills disappear. A push bar works when a knob will not.
NFPA 101, the Life Safety Code, requires panic hardware on doors serving assembly and educational occupancies once the occupant load reaches 100 — theaters, auditoriums, restaurants, bars, clubs and schools among them. Day-care occupancies are covered under their own provisions. What triggers the requirement is the calculated occupant load of the space, not the type of business on the sign, and the fire marshal is the one who applies it. The code is not optional, and local fire marshals enforce it during inspection.
Fire-Rated vs. Panic-Rated
Not all exit devices are fire-rated. A panic-rated exit device is designed for egress. A fire-rated exit device is designed for egress and for fire resistance. The difference matters because fire doors have specific requirements.
A fire-rated exit device must be listed by a recognized testing laboratory — typically UL — and must be positively loaded. That means the latch cannot be held retracted. When you release the bar, the latch snaps back into the locked position. This is called “dogging” and on fire-rated devices, it is not allowed. The door must latch every time it closes.
Non-fire-rated exit devices can be dogged — held in the open position with the latch retracted — using a hex key or a dogging key. This is common on retail doors during business hours. But if the door is part of a fire-rated assembly, dogging voids the fire rating.
Manufacturers and Hardware
The exit device market is dominated by a few manufacturers whose products are interchangeable in function but not in parts:
- Von Duprin: The industry standard. The 98/99 series rim device is the most widely installed commercial exit device in North America. Parts are widely available.
- LCN: Manufactured by the same parent company as Von Duprin. LCN is known for door closers, and their exit devices integrate well with LCN closer assemblies.
- Sargent: The Sargent 80 series is a direct competitor to Von Duprin. Common in institutional and commercial buildings.
- Detex: Specializes in delayed egress and alarmed exit devices. Used where code allows delayed egress — typically healthcare and detention facilities.
Choosing a manufacturer is less important than choosing the right type for the door. A rim device on a pair of doors without a mullion will not work. A surface vertical rod on a high-traffic door will need constant adjustment. Match the device to the opening.
ADA and Opening Force
ADA Standards, Section 404, requires that interior doors require no more than 5 pounds of force to open. Exterior doors are not held to the same standard, but local jurisdictions in South Florida often apply the 5-pound rule to accessible entries.
Exit devices themselves require very little force to actuate — typically 3 to 5 pounds of push pressure on the bar. The problem is almost never the device. It is the door closer. A closer adjusted too hard adds 8 to 15 pounds of resistance. The combined force of the closer and the exit device can exceed what ADA allows, even though the device itself is compliant.
If a door fails an ADA inspection, the first thing to check is the closer, not the exit device. Reduce the closer’s spring tension, check the backcheck, and verify the door swings freely without the closer attached. If it does, the closer is the problem.
Common Failures in South Florida Buildings
South Florida’s climate accelerates exit device wear in specific ways:
Salt air corrosion. Coastal buildings in Fort Lauderdale, Pompano Beach, and Hollywood see rust on push bars, rod mechanisms, and strike plates. Stainless steel and aluminum components resist this better than plated steel.
Humidity and latch binding. High humidity causes lubricant to wash out of latch mechanisms faster. A dry latch sticks, which means the door does not latch when it closes. This is a fire code violation on rated assemblies.
Door sag on aluminum storefront frames. Narrow-stile aluminum doors are common in South Florida retail. They are lightweight and flexible. Over time, the door sags on its hinges, and the exit device latch no longer aligns with the strike. The fix is usually a hinge adjustment, not a device replacement.
Hurricane impact doors. After hurricane upgrades, many buildings have heavier doors with impact glass. The original exit device may not have enough throw to reach the strike on the thicker door. This requires a device with extended latch throw.
Maintenance Schedule
Exit devices are life safety equipment. They should be tested monthly and serviced annually. A maintenance check includes:
- Push the bar and confirm the latch retracts fully and springs back when released.
- Close the door and confirm the latch engages the strike without force.
- Check that the door latches on its own from a 30-degree open position.
- Inspect all mounting screws — loose screws cause misalignment.
- Lubricate the latch mechanism with a dry graphite or PTFE lubricant. Avoid oil-based lubricants, which attract dirt and gum up over time.
- On vertical rod devices, check top and bottom rod engagement separately.
